Yay, road safety rubbish bags!! The main writing translates roughly as "Traffic safety begins at home".

Good idea little noodle...my thought was that one should start by being exceeding careful about placement of roller-skates, banana skins and so on.

Or I suppose if you yourself were a car or other type of transport, then your home would be prone to traffic accidents.

...or could it just be that Safety Lesson 1 is:
always check for stray animal or vegetable lifeforms when parking in front of your apartment.
